The Ohio Department of Commerce is the State’s chief regulatory agency.
Our mission is to assist businesses to operate lawfully so they can succeed as jobs-creators and we can safeguard Ohioans.
The Department of Commerce is self-supporting, through fees. We issue nearly 600,000 licenses, permits, registrations and certifications each year in various professions, industries and commercial enterprises.
The Department is made of up 8 Divisions. Through the divisions, we regulate banks and savings institutions, credit unions, mortgage lenders and consumer finance businesses; Securities professionals and products; real estate professionals and cable television. The Division of Liquor Control is a part of the Department of Commerce, as is the Division of the State Fire Marshal. We regulate the building industry and collect and hold Unclaimed Funds until we can return the money to its rightful owner.

The Department of Commerce is one of the state’s leading regulatory agencies. Porter has made providing exceptional customer service a top priority for the agency while promoting the growth, success, safety and soundness of businesses in real estate, industrial compliance, securities, financial institutions, liquor control, fire safety, and unclaimed funds.
Prior to being appointed Director of Commerce, Porter served as a Commissioner at the Public Utilities Commission of Ohio (PUCO) from 2011 to 2013. There he promoted customer service as well as reasonable rates and services in proceedings involving Ohio’s investor-owned public utilities: electric, natural gas, telecommunications, water, and commercial transportation. As part of his service at the PUCO, Porter helped Ohio and the Midwest region shape electric markets and transmission policy while serving as a board member and vice-president for OPSI, Inc.
Previous to serving the State of Ohio, Porter was an energy, public utilities, and real estate taxation attorney with a leading Columbus, Ohio law firm from 2005 to 2011.
Director Porter continues to be active in the local community. He serves as a Trustee at his undergraduate alma mater, Capital University, where he leads the governance committee and the annual presidential assessment. Porter has also served as a member of the Gahanna City Council, chair of the Gahanna Board of Zoning Appeals, and president of the Gahanna Community Improvement Corporation.
Porter was born in Alliance, Ohio where he graduated from Marlington High School. He received his bachelor’s degree in political science from Capital University and his law degree from The Ohio State University Moritz College of Law.
