Board of Building Standards (BBS)
The Board of Building Standards formulates and adopts rules governing residential (Residential Code of Ohio) and non-residential (Ohio Building Code) construction in the State and certifies municipal, county and township building departments and their personnel to enforce these codes. The Board also adopts Ohio’s elevator and boiler rules which are enforced by the Division of Industrial Compliance. Board of Building Standards members are appointed by the Governor with advice and consent of the Senate.
Board of Building Appeals (BBA)
The Board of Building Appeals reviews appeals to adjudication orders issued by the Division of Industrial Compliance’s bureaus of Building Code Compliance and Operations and Maintenance, or any certified local or county enforcement agency and also reviews appeals made to fire citations issued by the State Fire Marshal or any local fire department with a certified fire safety inspector. The Board can reverse or modify orders of the enforcing agencies and can also grant variances and exemptions to certain code requirements. Board of Building Appeals members are appointed by the Governor with advice and consent of the Senate.
Ohio Construction Industry Licensing Board (OCILB)
OCILB issues licenses to qualified electrical, Heating Ventilating and Air Conditioning (HVAC), plumbing, hydronics, and refrigeration contractors who successfully pass the licensing examination. The Board Sections review applicants before they are approved to take the test for a particular trade. The Board Sections also issue disciplinary actions as well as reviewing late renewals and continuing education courses. OCILB members are appointed by the Director of Commerce.
Backflow Advisory Board (BAB)
The Backflow Advisory Board is appointed by the Superintendent of Industrial Compliance and advises the Superintendent on the certification of backflow technicians.
Historical Boilers Licensing Board (HBLB)
The Historical Boilers Licensing Board is responsible for setting criteria and procedures for the inspection of historical boilers as well as licensing of historical boiler operators. The Board also approves historical boiler operator courses, which applicants must attend in order to meet the licensing requirements to become a historical boiler operator.
