General Information about the Manufactured Homes Program

What is a manufactured home?

A manufactured home is built to the Manufactured Home Construction and Safety Standards, as set by the U.S. Department of Housing and Urban Development (HUD), and displays a red certification label on the exterior of each transportable section. Manufactured homes are built in the controlled environment of a manufacturing plant and are transported in one or more sections on a permanent chassis.

What is regulated under the Manufactured Homes Program?

The Ohio Department of Commerce oversees the Manufactured Homes Program in Ohio. The Department regulates the following parties and areas of manufactured housing as part of the Manufactured Homes Program:

  • All installations of manufactured homes (new or used)
  • Manufactured home installer licenses and inspector certifications
  • Manufactured home dealers, brokers, and salespersons licenses
  • Manufactured home park operator licenses
  • Development, maintenance, and floodplain management of manufactured home parks

What isn't regulated under the Manufactured Homes Program?

Below are common issues that relate to manufactured housing that are not regulated by the MHP:

  • Landlord/Tenant Matters

    • The MHP does not regulate the rights and obligations that landlords and tenants owe to one another or the landlord/tenant relationship generally. Issues involving leases/rental agreements, utility billing, damages alleged to have been caused by the landlord/tenant, evictions, and financial responsibility between landlords and tenants are outside of the MHP's scope of authority. 

  • Manufacturers

    • The MHP does not regulate manufacturers of manufactured homes. 

  • RVs and Campgrounds

    • The MHP does not regulate recreational vehicles/campers or campgrounds in Ohio. 
  • Manufactured Homes Post-Installation

    • The MHP does not regulate manufactured housing after it is installed. Changes/alterations/renovations to manufactured housing (e.g., replacement water heater), maintenance and upkeep, and general conditions of an installed manufactured home are not covered by any of the MHP's regulations.
  • Habitability/Condemnation/Nuisance Matters

    • The MHP does not have any authority to make habitability/condemnation/nuisance determinations for a manufactured home. 

Installation Information

What do I need to know about the installation of a manufactured home?

In the state of Ohio, there is a set process for the installation of manufactured homes. Every manufactured or mobile home installed in Ohio must follow this process, regardless of where the home is being installed, whether the home is new or used, or who is installing the home. How can I tell whether a manufactured home has been issued an installation permit and passed the required inspections?

To find out whether a manufactured home has been issued an installation permit and/or passed any of the required inspections, visit the Public Summary of the MHP Seal Report and search for the installation at issue. The MHP Seal Report shows information for all issued installation permits since around 2006/2007. 

Complaints

Can I file a complaint with the MHP? How?

The Department can investigate complaints that allege a violation of one of the Department's MHP rules. The Department cannot investigate complaints about matters or issues that are outside of the MHP's jurisdiction.
