
File a Manufactured Homes Program Complaint
The Manufactured Homes Program regulates various aspects of the manufactured housing industry in Ohio. To ensure compliance with its rules and the protection of all affected parties, the MHP investigates complaints about alleged violations and offers dispute resolution services for interested parties. Below is information about the complaint and dispute resolution processes.
Complaints
The Ohio Department of Commerce oversees manufactured home installations, the development and maintenance of manufactured home parks, and the sales of manufactured housing. The Department has established rules with which parties involved in these activities must comply. If you believe a violation of the Department’s rules has occurred, the Department recommends that you first reach out to the involved party(ies) directly to attempt to resolve the issue. If those efforts are unsuccessful, you may submit a complaint to the Department for potential investigation and enforcement.
What the MHP Cannot Do
It is important to understand that the MHP’s jurisdiction is limited, meaning it can only look into those matters that it has been given authority to investigate. If the MHP determines a violation of its rules has been committed, we will work to try and get the involved parties to fix the noncompliance, but we cannot guarantee a specific result and may only take those actions that the MHP has been authorized to take.
Some of the common requests the MHP receives, but cannot do are:
- Investigate complaints about a manufacturer
- Handle or discuss landlord/tenant matters
- What a landlord can or cannot do
- Evictions
- Billing issues
- Rental agreements/leases
- Condemn or declare manufactured homes or parks a public nuisance
- Inspect manufactured homes for post-installation conditions/issues
- Represent or act on behalf of the interests of a consumer
- Speak to matters outside of the MHP’s jurisdiction
- Direct another government agency on its matters
- Suggest to a consumer how to handle their complaint
Filing a Complaint
To file a complaint about an installation or against a manufactured home installer, inspector, or park operator, complete the Installer, Inspector, or Park Complaint form that is available below.
To file a complaint against a dealer, salesperson, or broker, complete the MH Dealer, Broker, or Salesperson Complaint form that is available below.
Dispute Resolution
The MHP offers dispute resolution services for the following issues:
- Warranty issues for new manufactured homes
- Defects in the performance, construction, components, or materials of new manufactured homes
- Defects in the installation of a manufactured home, new or used
Participation is Voluntary for All Parties
Participation in dispute resolution is voluntary for all parties, and the MHP cannot require or compel any party to take part in the process.

Which Defects or Warranty Issues Are Eligible for Dispute Resolution?
To be eligible for a request for dispute resolution services, there must be a dated record that exists that shows that the defect or warranty issue was reported to the manufacturer, retailer, installer, HUD, the Better Business Bureau, or the Division of Industrial Compliance within one (1) year from the date of installation, even if that year has passed by the time of the request for services.
The “date of installation” means:
- New manufactured homes – the date the manufactured home passed the final inspection and is ready for occupancy, and the first person purchasing the home (for purposes other than resale) takes possession
- Used manufactured homes – the date the manufactured home passed the final inspection and is ready for occupancy, and the person purchasing the home (for purposes other than resale) takes possession
- Relocated manufactured homes that have not changed hands – the date the manufactured home has passed the final inspection and is ready for occupancy
Filing a Request for Dispute Resolution Services
Requests for dispute resolution services must be made in writing on the form provided by the Division of Industrial Compliance. Completed Dispute Resolution forms should be mailed to: MHP/Division of Industrial Compliance, Attn: Legal, 6606 Tussing Rd., Reynoldsburg, Ohio 43068.
