
Release Prevention (Inspections)
The Release Prevention Section of BUSTR oversees the inspection of UST systems to determine if the systems are operating correctly. The Release Prevention Section is the 'authority having jurisdiction' over the requirements relating to proper installation, modification and removal of UST systems. Also, the Release Prevention Section monitors the performance of owners, operators, contractors, training sponsors, and delegated fire departments.

How to Operate Correctly
Most UST systems share common characteristics. At a minimum, if you are an owner or operator of a UST system, you must demonstrate that your UST systems are equipped with the following components:
- spill prevention equipment,
- overfill prevention equipment,
- corrosion protection equipment, and
- release detection.
You must also properly operate the aforementioned equipment. Numerous conditions apply to UST systems depending on the age of the tanks and how the UST systems are configured. You are encouraged to review BUSTR regulations and BUSTR guidance to better understand the rules that apply to your UST systems.
Record-keeping
BUSTR regulations give you flexibility in the way records are maintained relating to operational compliance. In most cases, you may keep records at your central office and make the records available to BUSTR personnel within one business day of a request (you do not need to maintain BUSTR records at the tank site unless you want to). BUSTR regulations and operational guidance documents specify how long records shall be maintained (see links below). Also, many sample forms and templates may be found in the guidance document. While BUSTR allows considerable leeway in the way operational records are maintained, one form called the 'BUSTR Walkthrough Inspection Form' must be completed using the exact form designated by the regulations.

Service Providers
In addition to the regulations and guidance, BUSTR recommends owners and operators contact their service provider and have them check their UST systems on a regular basis. Service providers are in the best position to advise you of what you need to do to keep your UST systems operating correctly. They can perform tightness test and calibration checks of your equipment. If you do not have a service provider, talk to your petroleum distributor and ask them for a recommendation. Another option is to contact a Certified UST Installer or a Sponsor of Training or a trade organization.

Inspections
Pursuant to federal law, BUSTR inspects UST systems every three years. Most inspections are announced ahead of time, and you will be asked to provide records demonstrating your UST systems are operating correctly. Later, the Inspector will visit the site and visually inspect various components such as spill and overfill equipment, containment sumps and release detection equipment.
Note: Owners and Operators who fail to correct violations in a timely manner will be issued issue a Notice of Violation that may lead to a substantial fine.
